Brasília, 12/4/2002 (Agência Brasil - ABr) - Minister of Justice, Paulo de Tarso, speaking at a seminar on "Organized Crime Combat," declared that the solution for the problem of public security is through a total attack by all levels of government - states, government legal offices and the Judicial branch.
The minister complained of judicial system red tape, pointing out that only 11% of murder cases come to an end with someone being jailed. He added that there is an average of 100,000 arrest warrents in each state that have not been carried out. Paulo de Tarso concluded by saying that the law's delay often has the effect of not dissuading criminal activities because of the inordinate time span between the crime and the punishment. (AB)
