São Paulo, 7/8/2003 (Agência Brasil - ABr) - Brazil could have another energy crisis in 2007, declared minister of Mines and Energy, Dilma Rousseff, as she announced that government policy will now be to provide the public with information on future scenarios in order to ensure planned growth and avoid risks.
According to Rousseff, new concession contracts will be awarded on a lowest-cost basis, rather then the highest bid. She added that a sectorial fund will be created, using funds from so-called "blackout insurance," which could become permanent. (AB)
