You create a situation that makes it possible for them to fall, or they just do not fall," he said. Palocci said the issue was a delicate matter requiring firm action. In the administration of president-elect Luiz Inacio Lula da Silva, "I can assure you [we will create the correct conditions] and this will not be something we try to do with just wishful thinking," he said.
