Brasília - Last week Brazil and the United Kingdom signed a Memorandum of Understanding on combating torture. Brazil will mobilize specialists on the subject and the UK will provide financing. As part of the bilateral program an international seminar on torture is scheduled, along with the publication of an anti-torture manual, scientific and technological cooperation exchange programs and the training of experts and medical legalists.

Richard Barlow, the second secretary at the UK embassy in Brasilia, says that the memorandum will make it possible to take action to make people aware of the problem and international legislation for dealing with it. He said that the British government was strongly committed to upholding human rights.
