Brasília, April 29, 2003 (Agência Brasil - ABr) - President Luiz Inácio Lula da Silva said today, in his speech during the ceremony to commemorate the 30th anniversary of Embrapa (Brazilian Agricultural Research Company), that the institution can be much more than it is today, if the government complies with its obligation to guarantee research funds.
According to the President, political will is often not sufficient to make the changes the country needs; it is necessary for there to exist conditions to make these changes, and, at this moment, according to the President, the federal government is creating conditions so that Brazil can be a juster country. The President pointed to the dollar's decline and the drop in the Brazil risk premium and fuel prices, which, in his view, were considered impossible a short time ago. (DAS)
