Secretary wants to make states responsible for human rights violations

Brasília, 1/14/2003 (Agência Brasil - ABr) - The secretary of Human Rights, Nilmário Miranda, will visit the Interamerican Human Rights Commission in Washington in February, and present proposals to the Interamerican Human Rights Court at a meeting in March in Costa Rica.

According to Miranda, one proposal presently under study is to make states responsible for human rights violations which are presently covered by the federal government, which pays indemnities. "We are studying the juridical aspects of the matter," he said.

In February, Miranda will also visit the Interamerican Human Rights Comission, in Washington. (AB)
