Brasília – On Thursday, October 11, president Dilma Rousseff signed into law legislation on quotas in federal universities and technical schools. The Quotas Law (“Lei das Cotas”) requires that 50% of places be reserved for students who did all their high school studies in public schools and that those places be distributed proportionally among Negro, dark-skinned (“pardo”) and Indian students.
Federal educational institutions will have four years to implant the new system. There is expected to be a mechanism to compensate for eventual differences between students that get in through the quotas system and those that take the rigid exams; that is, some form of remedial classes.
